Why regional fit matters

Most facility management software was not designed for how UAE buildings are actually run.

Two things make the UAE different from the markets global CAFM products were built for. The first is the service-provider model: most buildings here are maintained under contract by an appointed FM company rather than by an in-house team. That makes vendor SLA measurement and penalty calculation a core requirement, not a reporting extra.

The second is the compliance load. Dubai Municipality and Civil Defence inspection records, DHA and DOH audit readiness in healthcare, owners' association and jointly-owned-property reporting, and lift inspection regimes each expect evidence in a particular shape. A system that treats compliance as a generic checklist module makes that a manual job every time.

There is a practical third factor. A large share of the technicians closing work orders across the Emirates do not work primarily in English and are not desk-based. If the mobile experience does not survive a basement plant room with no signal, the data never arrives — and every report built on it is fiction.

Who controls the data

If your FM contractor supplies the system, the evidence is theirs.

It is common for an FM provider to include a CAFM system as part of their bid. It is convenient, and while the relationship is working it is genuinely fine. The problem surfaces at two moments: when you want to challenge a performance report, and when you change provider.

In the first case you are asking the contractor to produce the evidence that they underperformed. In the second, the asset register, the maintenance history and the compliance trail for your buildings walk out with the outgoing vendor — and the incoming one starts from a survey.

Owner-controlled CAFM inverts that. The platform belongs to the asset owner, contractors are given access to it, and the history stays with the building across however many providers come and go. Does it handle both hard and soft services?

A maintenance-only system leaves cleaning, security and landscaping on a spreadsheet. If you run whole buildings, that gap becomes a second system within a year.

Can you measure your contractor, not just work with them?

If the FM provider supplies the system, the data belongs to them. Owners who want independent evidence of SLA attainment need a platform they control.

Does it work offline, on a phone, in a plant room?

Basement plant rooms and rooftop chiller decks have no signal. Technicians who cannot record work where they do it will record it later, badly, or not at all.

Is the compliance evidence defensible?

A timestamp, an identified technician, a location and photographs. A signature on a paper sheet in a site office is not an audit trail when twelve months of history is requested.

Will your technicians actually use it?

The people closing work orders are often not desk workers and may not work primarily in English. Adoption at technician level is what determines whether the data is worth anything.

What is the best facility management software in the UAE?

It depends on whether you are an asset owner or a service provider, and on how much of your requirement is soft services and compliance rather than pure maintenance. Owners with multi-building portfolios generally need owner-controlled CAFM covering hard and soft services with vendor SLA measurement. How much does CAFM software cost in the UAE?

Pricing is normally per user or per asset, per month, with a one-off implementation cost covering asset tagging, data migration and configuration. The implementation is often underestimated — surveying and tagging a building is typically the largest single line in year one, and it is the part that determines whether the system works.

Does the software need to support Arabic?

For office-based users, usually not. For technician-level users it frequently does, and it is one of the more common reasons adoption stalls after go-live. Check the mobile app specifically rather than the desktop interface.

Can CAFM software handle Mollak and jointly-owned-property reporting?

Some can. Owners' association reporting has particular requirements around service-charge-relevant cost allocation and sinking-fund treatment that generic international platforms rarely cover. If you manage jointly-owned property in Dubai, raise this in the first demo rather than the procurement stage.

How long does a CAFM implementation take?

For a single building with a clean asset list, four to eight weeks. For a multi-building portfolio requiring a physical asset survey, three to six months, with the survey rather than the software configuration driving the timeline.

CAFM

CAFM stands for Computer-Aided Facility Management. It is software that gives a facilities team one system of record for its buildings — the asset register, planned and reactive maintenance, work orders, contractors, space, and compliance evidence. The point of a CAFM system is that everything about a property portfolio lives in one place instead of across spreadsheets, WhatsApp groups and a filing cabinet.

CAFM System

A CAFM system is the software platform an FM operation runs on: a set of connected modules built around a shared asset register, used by managers through a web application and by technicians on mobile. Viewed as a system, it is a database of buildings and equipment, a workflow engine that turns requests and schedules into jobs, and a reporting layer that shows whether the work met the contract.

CMMS

CMMS stands for Computerised Maintenance Management System. It is software built to manage the maintenance of physical assets: what you own, what condition it is in, what work is due, who did it, and what parts it consumed. A CMMS is maintenance-first by design — it is deliberately narrower than a CAFM or IWMS platform.

PPM

PPM stands for Planned Preventive Maintenance. It is maintenance carried out on a schedule to keep equipment working, rather than in response to something breaking. A PPM schedule sets out what gets serviced, how often, by whom, and against which standard — and in most facility contracts it is the work the client is actually paying for.

SFG20

SFG20 is the UK industry standard library of planned maintenance schedules for buildings, created in 1990 by the Building Engineering Services Association (BESA). For each asset type it sets out which maintenance tasks to carry out, how often, and with what skills, so owners and contractors can build PPM regimes from a recognised baseline instead of writing them from scratch.
